Huge Structure Moved for Future Park Over I-95 in Philly

Penn’s Landing Park is an 11.5-acre civic park now under construction above Interstate 95 and Christopher Columbus Boulevard. The goal of the project is to reconnect Center City with the Delaware River waterfront, restoring a pedestrian-friendly connection that was disrupted when I-95 was built.
The new park is planned as a major public space with flexible lawns for events and festivals, food and drink options, a play area, a water feature, a pavilion, an amphitheater, and a reimagined RiverRink for year-round activities. Officials say the park is expected to become a major destination for recreation, culture, and community events along the waterfront.
The park is being built as part of PennDOT’s I-95 Central Access Philadelphia (CAP) project. According to recent construction updates, crews have been building foundations, support piers, and deck structures for the expanded cap over the highway, while related utility and roadway work continues in the area. The broader CAP project also includes a new South Street pedestrian bridge extension, designed to improve walking and biking access between the city and the waterfront.
Current official project information says Penn’s Landing Park is targeted to open in 2029/2030, while the new South Street pedestrian bridge is expected to open earlier, in 2027.
For Philadelphia, this is much more than a construction project. It is a long-term investment in reconnecting the city to its riverfront and creating a new public space above one of the region’s busiest highways.
